Wanted is how closely the police are watching you, from 0 to 100. Crime jobs fill it and time cools it, like an energy bar that runs backwards. A job only starts if it fits under 100. The five levels are names and colors only: they never change your loot, your times or your buildings.

Level

What the police see
Clean
0-14
Nobody is watching you.
Watched
15-39
A patrolman remembers your face.
Suspect
40-64
Your name appears in a report.
Hunted
65-84
A warrant is being typed.
Red Notice
85-100
Your photograph is in every station.
The limit of 100
A job that adds Wanted starts only if your Wanted plus its cost stays at or under 100. Exactly 100 is fine.
The cost is paid when the job starts and is never refunded, even if the squad loses or comes back early.
The preview card shows the cost before you send, and warns you when you are close to the limit.
Too high? The job waits and shows when it will be ready. Example: Too much heat. This job would push Wanted from 90 to 105 (limit 100). Ready in 37m 30s.
Jobs with no cost are always open, even at the limit: you always have something to do.

Some cuts lower these costs: the Shadow leader style, Stealth research and more. Together they can cut a cost by at most 60%; a cost never drops to zero.
How it cools down
Time: Wanted falls by 8 points every hour, always, even while you are away. From 100 to 0 takes 12h 30m.
Law Office: from +5% faster at Lv 1 to +50% at Lv 10. At Lv 10 it falls 12 per hour, so a full cool takes 8h 20m.
Recovery boosts from all sources add up to at most +100%.
