Arthur Pennington came to Port Vesper to audit a shipping firm and stayed to audit the harbor. He is a tall, stooped man who writes in a black-bound ledger so thick that it is carried by a strap. He does not trust anything that needs charging. The families know that every debt, favor and promise they have made in the last twenty years is written in it, in handwriting so neat it feels like a verdict. Arthur never threatens. He opens the book to a page and waits. The Old Man trusted him with two books: one true, and one useful. Nobody besides Arthur and the Old Man knew which was which. He takes pride in this: he has never been wrong about a number, only about whether anyone wanted to hear it. He drinks tea at exactly four and believes that honesty is simply accounting done in public.
